It was almost 32 years ago that the last revision of the land records in the state was done. According to the Odisha Revenue Department, Records of Rights or RoR were updated and published in Tehsils between 1960s and 1990s. There have been no revisions to the settlement documents since the 1990s. Farmers and landowners remain excluded from various central and state government schemes because the antiquated RoR records didn’t contain names of present landowners, and instead had names of their ancestors. In the absence of updated RoR records, the landowners are forced to go through a tedious document validation process to avail benefits of schemes like PM Kisan Samman Nidhi Yojna.
Additionally, lack of updated RoR records makes it difficult for landowners to obtain government’s agricultural subsidies and loans from banks and NBFCs. Therefore, the Odisha government has pushed for updating the land registry records on an urgent basis.

Digitizing land registers is a voluminous and technically tedious task. Nevertheless, the National Land Records Services Index 2020 (N-LRSI) study by the National Council of Applied Economic Research ranks Odisha as the second best performing state in India in terms of digitization of land records.
